ABSTRACT
Polarity is a materialist concept. It assumes that the distribution of capabilities largely determines what the behaviour of the actors in the system will be: power politics is always the game. The basic propositions underlying polarity are:
n Power is the (in the harder versions) or one of the (in the more moderate versions) key driving force(s) behind international relations.
