Limits and Achievements of the Human Rights act from the Socio-Economic Point of View

It is tempting to ask whether the Human Rights Act (HRA), in its first decade, had an impact on poverty and social exclusion in the UK. In this chapter, however, we go further. Given that the HRA was meant to create a ‘culture of human rights’ ² we ask whether human rights, more broadly, achieved this aim.
