ABSTRACT

Planning processes frequently rely on consensus building to create plans and make policy decisions. 1 Consensus is defined as reaching agreement on what actions to take about a particular issue. 2 Consensus can be built around a range of planning activities, including city vision statements, plan goals, or specific policy. For example, consensus between stakeholders might be reached on a decision that a city should build at higher density levels as well as on the adoption of the necessary land use policies to achieve this goal. Thus, agreements reached often include corresponding actions. 3
