ABSTRACT

The White Paper ‘Education, a Framework for Expansion’ identified ‘the wholehearted acceptance of the colleges of education into the family of higher education institutions’ as one of the six objectives of the James Committee which received wide support and are ‘fully accepted by the Government’. Diversification of courses looks an extremely doubtful development against the evidence of reduced numbers of applications for higher education. And if the numbers of students in training are smaller, then inevitably the range of choice of courses open to them is restricted. Professional acceptance can be won through professional validation of the professional preparation of teachers for their responsibilities in schools. And if it should happen that the pre-service courses become more effective than their predecessors then the morale of teacher education could be sustained at a higher level than before.
