ABSTRACT

In May 1988 the University of Nottingham was contracted by Derbyshire County Council Education Department to carry out an independent evaluation of the devolved LEA Training Grants Scheme (LEATGS) funding pilot project. The educational, economic, legislative and political contexts of the schools in which the research took place are detailed elsewhere. The pilot project was evaluated internally, by the schools themselves individually and collectively by the head teachers, and externally through the contracting by the LEA of the University of Nottingham. It is important, very quickly in evaluation which is restricted by time and money, to establish trust and confidentiality with respondents who have a number of different perspectives, motivations and prejudices; and it is necessary to value and be seen to value what the respondent brings to the interview as much as the agenda carried by the evaluator/interviewer.
