Conclusion

The international system is undergoing a dual liberalizing transition—within many individual states and in the whole states system. At the same time as specific states have been democratizing, the states system as a whole has been undergoing an incomplete transition from an anarchy populated disproportionately by authoritarian states toward a more rule-governed system shaped largely by powerful democracies.
