ABSTRACT

Education in Brasil is a constitutional right and the Federal Government outlines national educational plans, and provides technical and financial assistance to the states and to municipalities. Moreover, public fundamental schools are funded by municipal and state governments with targets and operational procedures set by the National Education Bases and Guidelines Law. Universities are given significant autonomy but have the requirement to comply with non-dissociation of teaching, research and extension (Article 207 of the Constitution). Teaching is open to private enterprise as long as they comply with rules of national education and are authorised and evaluated by the government (Article 209 of the Constitution); so far universities are mostly non-governmental today in the nationwide perspective.
