ABSTRACT

This chapter illustrates the potential for further strengthening and developing the content and scope of the UN Watercourses Convention (UNWC) upon its entry into force.We do so by looking at one of the Convention's gaps that has been widely recognized: the need to address the special vulnerabilities and characteristics of groundwater systems in a transboundary context. If the parties to the Convention eventually agreed upon the necessary procedures, such a development process could take place through the adoption of protocols, amendments and annexes.
