Introduction

The latter part of the twentieth century has witnessed increasing interest by government in educational policy. Perhaps the most obvious manifestation of this in England and Wales has been the Education Reform Act (ERA 1988) which introduced, among other changes, local management of schools and the National Curriculum. Strong government interest in education in general, and in physical education in particular, has led to increased public debate and a high media profile for education and physical education in recent years.
