ABSTRACT

Over the last 13 years the advent of devolved government has enabled Wales to fashion for the first time its own educational system. The policies, practice and systemic architecture of the education system in Wales are now very different to those of its neighbours in the rest of the United Kingdom ( Egan and James, 2001a, 2001b, 2001c, 2002, 2003; Daugherty et al., 2000; Institute of Welsh Affairs, 2006). The seminal exhibits of this transformation have been two documents published by the Welsh Assembly Government: The Learning Country in 2001 and The Learning Country: Vision Into Action in 2006 (Welsh Assembly Government, 2001 and 2006a).
