ABSTRACT
Reviewing vocational qualifications in England and Wales, the De Ville Working Group (1986) acknowledged some strengths. They were in the hands of stable organizations, with credible assessment arrangements, and enjoying the respect of both employers and colleges, responsive to the market, innovative and enterprising.
