Towards A Framework Of Contextual Integrity

The United Kingdom has long been recognized in camera surveillance research as having the most prolific use of CCTV video surveillance¹ systems in the world (Armitage 2002; McCahill and Norris 2002; House of Lords 2009). McCahill and Norris in 2002 estimated that in the UK there were over 4.2 million CCTV cameras, one for every 14 citizens. The UK CCTV industry grew between 4 and 7 per cent Compound Annual Growth Rate (CAGR) between 2002 and 2009 (Hayfield 2009). These figures indicate a higher camera-to-citizen ratio than any other nation (Carroll-Mayer et al. 2008).
