ABSTRACT
Empowerment evaluation engages a significant percentage of the community; builds evaluation capacity in the organization; contributes to organizational learning; and enhances sustainability.
Engaging stakeholders in an evaluation is important in order to enhance knowledge utilization; based on the theory of process use, the more that people are engaged in conducting their own evaluation the more likely they are to use the findings and recommendations because they are their findings and recommendations.
