ABSTRACT
Public agencies regularly adopt management innovations from the private sector to increase their effectiveness and efficiency. Some techniques can be transferred directly while others must be modified significantly to adjust for differences between public and private operations. Strategic planning, with increased emphasis on outcomes, is one of the business management tools adopted by public agencies, especially cities.
