ABSTRACT
This chapter examines the legal issues concerning the governance of street vending in Venezuela’s vibrant capital. It includes an analysis of the laws, ordinances and general practices in Caracas that regulate the activity of street vending, as well as an examination of the struggle between the constitutional right of non-dependent workers to work and local regulations that limit street trading. This chapter also briefly discusses the lack of clear ‘rules of the game’ related to the city’s governance of street trade.
