ABSTRACT
It was said in Chapter 2 that the provision of global public goods is harder to apply to practical policy measures than the prevention or fight against global public problems and crises. According to this rationale, it would be more effective to foster energy security by trying to reduce energy insecurity, empirically estimating the level of insecurity through the concept of energy risk.
