Between Delayed Modernity and Deferred Democracy 1

In a seminal article entitled “Political Development and Political Decay,” ² the late Samuel Huntington argued that premature political modernization caused political decay rather than political development. Premature modernization included efforts to mobilize the population at election time when the political institutions were still not strong enough to sustain the disproportionate political participation. Networking under the discipline of the clock has not always been efficient.
