ABSTRACT

Before any scheme for construction monitoring is developed, the requirements of the instigator of the plan should be clearly articulated. These requirements obviously have to be tempered by what can be achieved with any practical monitoring system. It is especially important that the proposer of a scheme should discuss with his client, who will normally be either the building owner or the occupier, the benefits of monitoring and its limitations. It would be a disservice to claim for a scheme the function of a unique panacea for any real or even presumed set of structural problems.
