The main goal of this chapter is to understand the changes in the Mexican government’s economic strategy since the end of the 1980s, both conceptually and with respect to its implementation. It is crucial to understand the government’s justiﬁcation as well as the debate about alternative policies. A simple criticism of ‘neoliberalism’, as analyzed, is neither correct nor sufﬁcient. The chapter will also discuss in detail some of the effects of liberalization strategy since 1988, particularly regarding manufacturing.
