ABSTRACT
Public service and the transition from apartheid South Africa is a land of great contrasts shaped by its bitter history. This is as true for information technology (IT) as for other areas. South Africa is the fourteenth largest user of the Internet globally, and has one of the fastest international growth rates of mobile phone usage. At the same time, it is estimated that half the population has never made a phone call.
