Introduction

In 1992, David Osborne and Ted Gaebler’s book Reinventing Government was published. It provided a new terminology of change in the public sector and an optimistic message about the positive potential of change. At the same time, however, it recognised that reinvention has a historical context: current change initiatives are part of a reform agenda that has been around since at least the 1970s.
