ABSTRACT

The broad aim of this chapter is to examine the development of publicprivate partnerships, with an emphasis on the impact on partnerships of the perspective and expectations of the public, non-profit and business sectors. It is divided into the following main sections. Section 2.2 is a brief section in which definitions of the key concepts are provided. Section 2.3 describes the development of partnerships that highlight significant changes to their extent and nature over time. Section 2.4 examines the changing role of the state in regard to its role in partnerships. Section 2.5 examines the role of business. This is followed by a conclusion in which several key themes are indicated, notably the need for more systematic research.
