ABSTRACT
The North Sea and its coastal lands comprise a single complex interacting system, the stability of which is currently at risk. The problem of handling it is aggravated by approaching it piecemeal, in terms of unrelated or overlapping disciplines, policies, priorities and jurisdictions. The inadequacy of such an approach may be more apparent when the subject is considered from an environmental standpoint than from others.
