ABSTRACT

Safety culture is seen as a salient factor in shaping effective safety regimes in nuclear power plants. The interest in such a holistic concept as culture is inspired by the insight that not everything can be governed by formal rules and regulations (INSAG, 1991). At the same time, the concept is an elusive one, and trying to assess it proves quite difficult (Hofstede, 1991; Rochlin and Meier, 1994).
