ABSTRACT
The fundamental challenge of twenty-first century politics will be to ensure action, at the global level, which commands the understanding, support and involvement of all peoples of the world, acting together in the name of humanity. Action that will be both timely and legitimate. It is my purpose here to explore the ramifications of this dual requirement for politics on the threshold of the new century.
