ABSTRACT

By the mid-1980s England and Wales had achieved complete coverage with structure plans, and many counties had begun working on structure plan “replacements” and “alterations”. In contrast, local plan coverage was very sparse. Criticisms have been made of structure plans for being too detailed and procedurally cumbersome; nevertheless, structure plans have provided the only development plan coverage in many areas. Structure plans are valuable as both a process and product, and this chapter will illustrate the importance of both, by reference to the development of economic and environmental initiatives that have taken place in Clwyd.
