ABSTRACT
Due to continuing state interference in, and control over, broadcasting content, the role of Japanese television as an independent medium, which constitutes a voluntary public sphere necessary for the consolidation of civil society, has become difficult. Technological changes in the 1990s have made it clear, however, that it will be more difficult for the Ministry to sustain its level of control within the rapidly changing environment.
