ABSTRACT

This chapter examines a number of issues in the application of policy affecting competition in the telecommunications sector. This sector is quite highly regulated because of the risk of market failure associated with the ownership and operation of essential infrastructure by incumbent operators. Some of the questions addressed here are: What are the trends in policy across APEC economies? What are the emerging issues and problems especially with respect to competition policy? How do economies in the region deal with these issues? What are the most effective measures used?
