ABSTRACT
Preventive war is now a live issue in international politics. For the first time, the United States has adopted a national security policy that calls for premeditated military attacks against countries that are not currently at war against it. Bush administration officials advocated this game plan for Iraq, and any other country they determine to be a “rogue state.”1
