ABSTRACT
It is widely recognised that good local governance implies cohesion between the various sectors – public, private, voluntary, community – and relies on the development of structures and processes which support collaboration. Effective leadership and inclusive participation are implicit in such structures and processes. The evidence is, however, that robust structures to integrate differing, and often conflicting, interests are difficult to establish and maintain. Indeed fragmentation is more evident than integration.
