ABSTRACT
This book is based on the theoretical and conceptual considerations underlying a research project on ‘Participation, Leadership and Urban Sustainability’ (PLUS) funded by the EU 5th Framework Programme of Research and Development. The research was undertaken in nine countries in each of which two cities were taken as case studies. In each country a research team led the work; in each city the council was a partner in the research; also participating as representative bodies of groups of cities were EUROCITIES and Quartiers en Crise.1
