ABSTRACT
Telecommunications is central to modern life and to the performance of other infrastructure that supports these lifestyles. The events of September 11, 2001 reflected not only how telecommunications systems operate as an infrastructure in a time of crisis, but also the magnitude of their support of basic economic functions and services, including other infrastructure.
