ABSTRACT
Since the consequences of contracting the disease could be lethal, the outbreak of the u was clearly a health issue. But when it was rst named ‘the Mexican u,’ because the rst cases were discovered in Mexico, the Mexican government immediately responded to this label as a tourism issue, fearing that it would stigmatize Mexico in the eyes of potential tourists to the country. Mexico therefore contested this label in the relevant international health fora.
