We would all like to believe that the world is fundamentally a logical, well-managed place. Since the evidence against this is overwhelming it is inevitable that we seek a defence against finding it so frighteningly unsafe. A popular explanation, going back at least to the Old Testament story of Jonah, is that all would be well if only the evil ones, the trouble-makers, could be got rid of. Similarly, in institutions there is a great deal of blaming-between departments, between staff and management, or between the organization and the outside world, the politicians and policy-makers, whose wrong-thinking is the cause of all our troubles.
