ABSTRACT

Throughout the human services, complex tasks require that members of different groups-whether departments within a single organization, or different agencies dealing with the same clients-work together. There is much talk about the need for better co-ordination, for collaboration, for teamwork. Yet services continue to be fragmented, intergroup rivalry and conflict are rife, and attempts to address these difficulties are met more often with frustration and failure than with success.
