ABSTRACT

This introduction presents an overview of key concepts covered in subsequent chapters of this book. The book focuses on recent developments in the field of information and communication technologies (ICTs) and democratic governance in Latin America. The potential of ICTs to foster democratic governance is seen in their capacity to facilitate wider access to information. ICTs, and e-governance in particular, are regarded as efficient means to promote transparency and reduce corruption. E-governance is considered as a valuable channel for enhancing government accountability and citizen empowerment. Social networking sites provide an opportunity for citizens to connect and interact while at the same time creating new channels that can be utilized for political communication and mobilization. While online communication opening up of new channels of political participation brings new opportunities regarding greater plurality, equality, and citizen influence, it may also imply the risk of increasing political polarization and instability.
