ABSTRACT

Analysis of the websites of political parties in Argentina, Paraguay and Uruguay shows that Members of Parliament (MPs) make only moderate use of the Internet. The number of Internet users is steadily growing in all Latin American countries, while parliaments, political parties and government offices are using the Internet to offer information and/or to communicate with the public. All the countries in the region have implemented policies to foster the information society, to a greater or lesser extent, and to create policies aimed at spreading or supporting the introduction of technology in areas such as public administration, education and the economy. The Alianza Nacional Republicana in Paraguay has organised courses supported by the United States (US) Agency for International Development to train people in using digital media as tools to interact with affiliates. This chapter explores the presence on digital networks correlates with socio-demographic variables such as gender and age.
