ABSTRACT
Brussels is a city of differing perspectives. From an internal Belgian perception the city has a disputed status while its external appearance is that of an international city and, as the headquarters of the EU, the de facto capital of Europe. The complexity which characterizes Brussels is illustrated by its administrative structure and corresponding urban planning system. Consequently, it is necessary to appreciate the institutional structure of Brussels, before discussing planning issues and the property market.
