Paris, like most metropolitan areas, is confronted with serious planning problems compounded by high land and property prices. The conurbation is characterized by a complex decision-making process with powers, including control measures over the land market, shared between central government and local authorities. Such fragmentation can be detrimental to the system as a whole, particularly when political divergences arise.
