ABSTRACT

This chapter examines the development of a permanent emergency in Sudan and the role and influence of food aid and food security policies and strategies. The focus is on food aid as part of the international development package until the late 1980s, and as the major component of international food security and humanitarian assistance to Sudan from the 1990s until the present time. Trends in food aid during the latter period can be seen to reflect trends in humanitarian assistance overall. The chapter covers fifty years of food aid and reviews historical changes in food aid policy and practice in relation to changes in Sudan’s food security, governance and political economy.
