ABSTRACT

The right of all human beings to adequate food and to be free from hunger is well established in international human rights law (United Nations 1948; 1966). Nevertheless more than 800 million people are still food insecure and have too little to eat, and many more suffer from various forms of malnutrition. Most states recognize a responsibility to ensure food security for their people, but this is often addressed solely in terms of food production and trade, ignoring the fact that insufficient food supply is not the major issue.
