ABSTRACT
Because of its complex nature, adaptation to climate change should be a joint effort of the affected stakeholders from civil society, business and government. This is often referred to as ‘governance’ (Mayntz 1993), which includes close interactions not only between the different levels of government but also privatesector actors and actors from civil society.
