ABSTRACT

Adaptation should not be decoupled from existing policies and political instruments (e.g. legislation, funding systems), organisational structures (e.g. networks) or processes (e.g. in decision-making). Thus, adaptation-relevant instruments, structures and processes currently in place should be reviewed and, where necessary, modified to ensure that they take into account the current and potential future impacts of climate change (SEC 2007). This is often called the ‘mainstreaming’ of adaptation.
