ABSTRACT

National and international public authorities should provide a framework and an institutional, legal and socio-economic environment for adaptation (Frankhauser et al. 1999, Agrawala & Frankhauser 2008, Mysiak et al. 2010) that enables municipalities, organisations (e.g. NGOs, businesses) and citizens to adapt to the specific conditions at the sub-national scale (e.g. regional, local) (Amundsen et al. 2010).
