How to increase waste sorting and achieve more effective waste management are two major items on the policy agenda. At the international level, the importance of regulating waste management is increasing. For instance, in 2006 the European Commission Waste Framework Directive (revised in 2008) stated that EU Member States must recycle at least 50 per cent of their municipal waste by 2020, and in 2005 the US Environmental Protection Agency set a national goal of recycling 35 per cent of the country’s municipal solid waste by 2008 (Miller 2006). These actions have been accompanied by citizen uprisings against the construction of new incinerators and landfills and promoting more extensive waste sorting.
