ABSTRACT

An old saying which states that ‘anyone who knows anything at all about Iran must be grossly misinformed’ appears particularly appropriate in the post-revolutionary period. For in the field of planning in general, and urban planning in particular, there are few indications of how the new regime will formulate its spatial planning policies. At one level functional changes are occurring such as the conversion of hotels to hospitals and schools, whilst at another level there appears to be greater participation in urban affairs through revolutionary councils. However, no overall strategy for urban development has yet been formulated. For this reason, the chapter must critically review the nature of urban planning during the period before the Shah was deposed.
