By at least the 1980s, it was well recognized that Australia’s terrestrial water resources were in trouble. A mix of natural and human pressures had led to their degradation (NWC, 2011c; COAG, 2012). The decade-long drought of the twenty-first century and a developing understanding of climate change later heightened the sense of crisis in water management, law and policy.
