ABSTRACT

The year 2007 witnessed growing concern about the threats posed by ‘climate refugees’ and ‘climate conflict’ to international security. 1 First the Atlantic Monthly (Faris 2007), then the UN Environment Programme (UNEP 2007), then even UN Secretary General Ban KiMoon (2007) attributed violence in Darfur to a combi-nation of demographic pressures, resource scarcities and climate change. Along with the Darfur stories came other dire predictions about the threat of so-called ‘climate refugees’ spilling across the globe and wreaking havoc (Christian Aid 2007a, 2007b).
