ABSTRACT
In 2008, the Stavanger region served as European Capital of Culture (ECOC) together with Liverpool. The European Capital of Culture event was an important part of the development strategy of the Stavanger region. As we shall see, the ECOC event reflected widespread beliefs in the importance of culture for regional development. 1
