ABSTRACT

With the triple crises of economic turmoil, peak oil, and bleak predictions of the impacts of climate change, a basic concern for international development is the reduction of carbon emissions and the respective rearrangement of international cooperation and action. Furthermore, regions, countries, and communities have to prepare themselves for the inevitable effects of climate change. Adaptation has therefore moved to the top of the international negotiating agenda. However, as the various climate summits reveal, reaching consensus on what should be done, how much, and by whom, is a complex and multifaceted process.
